In most cases it's because you haven't tapped the Access Node for that neighborhood yet. Though, an Agent will also come if you take too long to do a mission, or stay in the mission area for too long after finishing all the objectives.
To tap the Access Node you must obtain the Access Key for that neighborhood, and then double-click the node to tap it. The Access Key for one neighborhood is dropped by any 3 chevron member of a specific gang in another neighborhood. However, the gang's boss will drop the key a lot more often than other members of that gang. The Node appears as a control panel mounted on a short post. A tall, white lightning bolt fires out of the node until it has been tapped. If you haven't tapped the node for the area, when you first enter you will get a "Restricted" warning on screen and a message indicating an increased threat of Agent attack in your system chat.

Pressing F12 saves a screenshot as a .JPEG file in your MxO directory (with the name screenshot_x.jpeg, where "x" is the number of that screenshot). By default it would be "C:\Program Files\Mononlith Productions\The Matrix Online\" (or "C:\Program Files\Sony\The Matrix Online\" for those who started from the trial).

An advanced code fragment, or red frag, is needed to make the code for something that is of level 20 difficulty
or greater.
Interfaces are used for things of level 20 difficulty.
Objects are used for things of level 21-30 difficulty.
Patches are used for things of level 31-40 difficulty.
Subroutines are used for things of level 41-55 difficulty.
Each type of red fragment is dropped by a certain gang.
Like Access Keys, some gangs drop 1 or 2 specific kinds of red fragment.

Standing close to these will give a boost to all coding abilities (compiling, decompiling, and all code making types) as long as your RSI has the green halo rings floating over them and the signal booster icon is still showing under the hotbars. That boost ensures a higher success rate, and even helps you to make/decompile things above your level with the addition of a couple of buffs. Also, there is a small laptop near each one, which shows as "open" when you select it, that will run a timer and upload all your codes when you use it.

Yes. They are difficulty 35 to decompile and make. You will need a Consumable Patch to make the code for a batch of them.
What is an exile hideout? (back to top)
In other MMOs they are known as dungeons. They're buildings with NPCs that increase in level for every floor down you go. At the end is a boss with a few henchman. Following that is a room with a Teleporter at the end, which looks like an emergency phone. The Teleporter saves you the trouble of having to fight your way back out of the hideout, and using it will bring you to another part of the building, which is completely separate from the rest. The hideout boss drops one of 3 items (usually clothes). There is a top drop, with the best buffs, which is also the rarest drop, and a worst drop, which has the best odds of being dropped. The going theory is that the lower the level of the player that defeats the boss, the better the odds are of getting the best drop.
What is a construct? (back to top)
Each construct represents a previous form of the Matrix. They each consist of 3 types of enemies.
A boss, which is always in the center of the map; a higher level set of underlings, which occupy the
space around the centre; and lower level underlings, which are in the "outer ring" and will be the
first enemy you run into when you enter a construct. Each type of enemy drops a different type of
buffed item, the boss drops being the most rare.
Each construct has a range of 10 level range. Only if your RSI falls within that range can you enter
the construct (if you level out while in the construct, you stay inside, but won't be able to
re-enter once you leave).
To enter a construct, you must find the Archivist Broker for your organization and purchase a
Archive Book for that construct. Than equip the book with a double-click and stand by the Archivist
Proxy who will periodically teleport redpills to any construct. The Broker and Proxy for Zion are
located south of Moriah Projects East hardline, roughly halfway between the hardline and Club
Sanguine.
You will also notice level 100 Sentries when you enter. Sentries from enemy orgs will attack you on
sight, and kill you quickly if you fall within their range.
To leave the construct, use the Archivist Proxy for your org. You will appear near him when
entering, and he is also marked on your map.
What is a neighborhood contact? (back to top)
Contact missions are missions you do outside those for the three organizations in the game (Zion,
Merovingian, Machine). Doing these type of missions will not affect your reputation for any of
those orgs. Each contact person gives his/her own set of set of missions with a set storyline,
involving gangs, other contacts, and sometimes popular Matrix characters. Some will even
reward you with a special item when you complete the set of missions for that contact. To do
contact missions you need to locate a contact, and start the mission from them. Unlike
missions for the three orgs, you actually have to walk back to where the contact is and "Use" them
in order to spawn the next mish; you can't just call them up. However, once you've found a
contact and double-clicked on them, you can bring them up in the Mission panel with a press of "N"
and flip on a the flag icon which will toggle a waypoint for finding that contact again.
However, it seems that each contact has an unspecified minimum level for doing their set of
missions, and once you've done the missions for a contact, you can't do them again as the mission
team leader.
